The RWC team worked with Allegiance Health to launch the 33rd open heart surgery program in the State of Michigan in a climate when many forces were working to prevent any new programs in the State. This was a high priority for Allegiance after suffering a defeat during a similar attempt on their own decades earlier.

RWC Advocacy provides consulting services related to Certificate of Need applications, lobbying of the CON Commission for changes to the standards, and any other strategic services related to CON. We offer a wide range of options for retaining our services including monthly fees for ongoing services, flat fee pricing for specific defined projects, and the flexibility to negotiate other arrangements as needed.

RWC Provides a Full Range of CON Application Services
RWC Advocacy provides a full range of CON application drafting and filing services. We are available to consult with the client to assist with making critical decisions regarding the project as well as provide options that conform with CON requirements. We always start our projects with a phone or in-person consultation followed by a custom comprehensive list of information needed to complete the Letter of Intent (LOI) and application. We do all of the drafting and file the application on our clients’ behalf. We field all questions during the review of the application and provide a draft project implementation progress report for the client upon issuance of the final approval letter to assist them in complying with the Department’s requirements as they implement their project. We are also happy to assist with filing of amendments when needed based on changes in the project during implementation.

Filing applications is more an art than a science. Providing too little information can be detrimental and cause delays. Providing too much information can raise unnecessary questions. At RWC Advocacy we pride ourselves in our ability to provide the Department with exactly what they need, in the format they need it, and within the time frame they need it. 

CON Annual Survey/Compliance
The Michigan Department of Health and Human Services collects data on all CON covered services and facilities each spring through the CON Annual Survey. The data is collected through an online portal and primarily focuses on volume data, but also touches on service delivery requirements included in the CON standards. The goal of the survey is to monitor compliance with the CON standards. RWC Advocacy supports our clients in preparation for the survey process, during the survey itself in answering questions and providing additional instruction, as well as any compliance investigations that follow the survey. Providing a resource of historical precedence, other comparable compliance currently occurring, and support in negotiations with the State are all benefits our clients receive. 

CON Policy/Commission Services
RWC Advocacy has a very strong lobbying practice, much of which is geared toward the Michigan State Legislature. Those strong roots in lobbying have helped develop just as strong of a presence with the Certificate of Need Commission and Michigan Department of Health and Human Services related to CON policy. Melissa and her team have developed and fostered strong relationships with the 11 member Commission as well as key policymakers at the Department. RWC Advocacy is well respected by both and known for providing reliable honest information on very complex and controversial issues. All of this has resulted in great success on behalf of our clients when looking for policy changes, clarifications, and interpretations of CON policies.
